During the winter of 2018-2019 the Georgia Mountains Regional Commission (GMRC) will be performing the full-update of its overall Regional Plan.   This process is required every 5 years, in addition to the annual performance updates, so that the GMRC, our member local governments, and our partners can all affirm the general needs, issues, objectives and action items to be prioritized by the Commission.    



This Georgia Mountains Comprehensive Economic Development Strategy (CEDS) and Regional Plan is part of a regional planning and implementation process designed to coordinate economic and community development programs and policies within the 13-county Georgia Mountains region. This document provides long-term goals and a five-year Work Program for the GMRC, serving as the regional planning instrument required for both Federal and State directives. 

As the region’s Economic Development District (EDD) designated by the United States Department of Commerce – Economic Development Administration (EDA), the GMRC must develop and maintain an approved CEDS. The CEDS document serves as the region’s vision and plan for economic growth and development in advancing the area’s economic prosperity and collectively sets forth a coordinated economic strategy for the region. 

Likewise, as the area’s State-designated regional planning agency, the GMRC is responsible for maintaining a Regional Plan in accordance with the rules established by the Georgia Department of Community Affairs (DCA). The Regional Plan identifies and coordinates remediation measures for issues and opportunities that impact multiple communities within the region in areas such as environmental management, community facilities, and land use. The resulting document then provides a forward-thinking work program for the GMRC that will better coordinate support services for local governments and direct state activities for the region.

This update process will feature monthly meetings among a Stakeholder Committee, open public hearings, online surveys, and direct interviews between GMRC staff and various local officials. Public input is welcome anytime by emailing comments and questions to ahazell@gmrc.ga.gov.  (Be sure to put “GMRC Regional Plan” in the subject line to ensure transmittal)

                          1:00 pm—2:30 pm at North Georgia Tech, Clarkesville

                          6:00 pm—7:00 pm at GMRC—1310 W Ridge Road, Gainesville

· March 21, 2019

Tentative Update Schedule

· October—December 2018:  Gather data; Begin discussions with local governments

· January—February 2019:  Review and amend Regionally Important Resources section

· January—March 2019:  Public forums and meetings

· February 2019:  Online surveys

· February—March 2019:  Review and amend Housing and Community Facilities and Services elements

· March—April 2019:  Review and amend Land Use element;  First draft of amended Implementation Program

· April—May 2019:  Complete draft and submit to State for review

· June 2019:  Adoption
